May 15, 2026, Federated States of Micronesia___Pohnpei Governor Joseph met with the FBI and representatives from U.S. Embassy Kolonia this week to re-launch a strategic law enforcement program called, “Pacific Islands Law Enforcement Capacity Program (PILEC).”
Governor Joseph said, “Our goal is to ensure a seamless transition from investigation to the courtroom,” according to a statement from Pohnpei State Public Information, Office of the Governor.
He added, “By improving the quality of our documentation and tracking, we can reduce case backlogs and strengthen the rule of law for our citizens.”

The PILEC program, rebooted with the support of U.S. Embassy Charge’ d’affaires Vincent Mut-Tracy, aims to serve in a consulting role to, “provide specialized training and expertise to the Pohnpei Department of Public Safety and the Attorney General’s Office.”
Also attending the launch were Assistant Legal Attaché Matthew Olson and Special Agent Christopher Hoffman; the latter will, “be embedded locally through September to provide specialized training and expertise to the Pohnpei Department of Public Safety and the Attorney General’s Office.”
Further, Special Agent Hoffman will, “assist local officers in developing expertise in complex areas, including: Financial Crimes: Building capacity for forensic audits and white-collar criminal investigations. Case Management: Streamlining the flow of information between investigators and prosecutors. Leadership Development: Identifying high-performing local officers for advanced training opportunities, including the FBI National Academy.”

Governor Joseph expressed thanks, “to the U.S. Embassy and the FBI for their renewed commitment to the safety and security of Pohnpei, noting that this collaboration is a vital step in modernizing the state’s investigative and legal infrastructure.”
